 First Elected To Maui County Council In 2002, Joe Pontanilla Chaired The Housing & Human Services Committee, Tackling The Affordable Housing Issue For The People Of Maui, Lanai, And Molokai  Working On Several  Affordable Senior Housing Projects, As Well As Mahaolou Ehiku Senior Center
Repeating His Reelection To County Council In 2005, Joe Went On To Chair The Public  Works Committee.Having The Responsibility Of Insuring That The Central Maui Landfill Closure Met The Environmental Protection Agency Strict Guidelines As Well As The Waste water To Energy Study, With The Maui Waste water Facility, So Improvements Could Be Met And All Fines For Maui County Could Be Adverted
In 2007 Joe Pontanilla Was Once Again Reelected To Maui County Council Finding His True Calling, As Budget & Finance Chair, And Much Was Accomplished & Achieved.Maui County"s Bond Rating In 2010 Was AA, And In 2012 The Highly Sought AA+ Bond Rate Was Achieved
Joe Was Also Able To Aggressively Appropriate Funds Toward The County's Liability To Health Care Benefits, And Retired Employees
In Addition To Serving In His Capacity As A Council Member, Joe Continued To Volunteer
